In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

GENERAL OBJECTIVE / OBJECTIVE GENERAL: Global Objectives
The global objective of the scoping study is to identify and assess cooperation projects, which contributed to support effectively well-organised labour migration from developing countries, in view of their possible replicability.
Specific Objectives
The specific objectives of the scoping study are:
• to identify and analyse development cooperation projects, which have been implemented in countries of origin or destination, with the view to improve the organisation of labour emigration from developing countries, directed both to the EU and outside the EU;
• to assess the results achieved through these projects, to indicate the reasons for their successful or unsuccessful outcome, to analyse the challenges they were confronted with, and to analyse how those were responded;
• to present a model framework – including the underlying and required conditions to be in place – for development cooperation interventions in the area of labour migration;
• based on the model framework, to suggest practical modalities through which development cooperation could effectively contribute to improve the organisation of labour emigration in countries of origin
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
QUALIFICATION: Qualification and skills required:
• Master’s degree in the field related to migration, development cooperation, or political science, or equivalent professional experience in the same fields for at least 15 years. A PhD degree in the same fields will be considered as an asset.
• A good knowledge of development cooperation programmes and policies of the EU and other major donors;
• Excellent analytical, research, communication and drafting skills.

General professional experience
• At least twelve years of professional experience in the field related to (labour) migration;
• Preferably eight years’ experience but a minimum of five years required in development cooperation with good knowledge on EU development programmes and policies.

Specific professional experience
• Participation as an expert in studies related to the subject of this study is desirable; • Experience in Africa, Asia, Latin America, or Middle East is desirable

Minimum Requirements for Key Expert 2: Specialist in (labour) migration – Category II

• Master’s degree in the field related to migration, development cooperation, or political science, or equivalent professional experience in the same fields for at least 10 years.
• A good knowledge of development cooperation programmes and policies of the EU and other major donors;
• Excellent analytical, research, communication and drafting skills.
General professional experience
• At least six years of professional experience in the field related to (labour) migration;
• Preferably experience in development cooperation with good knowledge on EU development programmes and policies.
Specific professional experience
• Participation as an expert in studies related to the subject of this study is desirable;
• Experience in Africa, Asia, Latin America, or Middle East is desirable
