GENERAL OBJECTIVE / OBJECTIVE GENERAL: The overall objective of the project of which this contract will be a part is as follows: to contribute to enhancing EU engagement with Civil Society in partner countries.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
The purpose is to assist in providing technical support to the EU headquarters and to a number of EU Delegations on the EU engagement with civil society, including the revision, implementation, monitoring and evaluation, of their “EU and Member States Country Roadmap for engagement with Civil Society Organisations (CSOs)”. The support can consist of technical and methodological guidance on the Roadmap (RM) development and implementation, and/or facilitating communication and exchange of experiences between EUDs. An enabling environment for civil society is in most cases the first priority of the roadmaps. The Facility will provide related targeted data and research on enabling environment; review related internal mechanisms and initiatives and offer strategic and practical guidance to DEVCO A5 and to Delegations. Ad hoc request for analysis as basis for advocacy and dialogue in rapidly changing situations of opening and shrinking space will also be provided.
For any country intervention, the identification of the Delegations to support and the type of support to be provided will be done in collaboration with HQ.
The facility will also provide support to the EU headquarters and EU Delegations with workshops and studies on engagement with civil society, in the capitalization of the Roadmaps experience and in improving the methodology for the development of RM.
QUALIFICATION: Key expert 1: Team leader
Qualification and skills
- At least a university degree (Master or equivalent) degree in political science / international relations, social sciences, economics, or any other relevant field; a PHD will be considered as an asset.
General professional experience
- Minimum 10 years of professional experience in development cooperation;
- Minimum 5 years of professional experience within or for (an) international organisation(s) in fields related to Civil Society in development processes.
Specific professional experience
- At least 3 assignments as a team leader of a team of international experts, in fields related to this Facility project. These assignments, combined together, will cover a period of minimum 5 years.
- Good experience in EU policies and programming, in particular in the area of governance and/or civil society.
- Experience of at least three years in promoting the participation of CSOs in domestic policy making, and/or in the capacity development of CSOs in the framework of governance processes, in the EU partner countries.
- Experience in designing and conducting studies and analysis in fields related to this Facility project (experience in conducting Civil Society mappings being an asset).
- Experience, during on site missions, in the elaboration of country strategies to engage with/support civil society in at least 3 EU partner countries. Experience in supporting EUD in elaborating “Roadmaps for the engagement with Civil Society” will be considered as an asset.
- The experience of the Team Leader should cover at least two of the regions (mentioned in section 5.1. above) in which the facility will operate.

Key expert 2: Enabling Environment (EE) expert
Qualifications and skills
- At least a university degree (Master or equivalent) degree in political science / international relations, international law, social sciences, economics, or any other relevant field, Phd being an asset.
General professional experience
- Minimum 10 years of professional experience in development cooperation.
- Minimum 5 years of professional experience in fields related to Civil Society in development processes.

Specific professional experience
- At least 3 years of experience working on the specific issue of an enabling environment for civil society with evidence of leading role in development of substantial studies and guidance to international and national stakeholders.
- Good experience in EU policies and programming, in particular in the area of governance and/or civil society.
- At least three years of experience in EU partner countries in the area of the enabling environment of civil society.
- The experience of the EE expert should cover at least two of the regions (mentioned in section 5.1. above) in which the facility will operate.

Key Expert 3: Monitoring and Evaluation (M&E) expert
Qualifications and skills
- At least a university degree (Master or equivalent) in political science / international relations, social sciences, economics, or any other relevant field.
General professional experience
- Minimum 10 years of professional experience in development cooperation;
- Minimum 5 years of professional experience in fields related to Civil Society in development processes.
Specific professional experience
- At least 5 assignments in Monitoring & Evaluation of development projects/programmes in fields related to this Facility project. Experience in the elaboration of monitoring and evaluation mechanisms of projects/programmes, including the setting up of base-lines and the definition of indicators.
- Good experience in EU policies and programming, in particular in the area of governance and/or civil society.
- The experience of the Monitoring and Evaluation expert should cover at least two of the regions mentioned above in which the facility will operate.
-At least 3 years of experience in EU partner countries in the area of monitoring and evaluation of programmes or projects related to civil society involvement in development cooperation.
- Experience, during on site missions, of support to EUD in the elaboration of “Roadmaps for the engagement with Civil Society”, or country level strategies related to civil society, will be an asset.

Key expert 4: Junior Information and Communication expert
Qualification and skills
- At least a University degree (Master or equivalent) in communication, social sciences, economics, or any other relevant field.
- Excellent drafting skills in English, and at least another language (French or Spanish). Excellent drafting skills in the three languages (English, French and Spanish) being an asset. Excellent drafting skills in Portuguese is also an asset.
General professional experience
- Minimum 3 years of professional experience in development cooperation and/or international relations (out of which a minimum of 1 year experience in a EU partner country). Experience in areas related to Civil Society in development processes will be considered as an asset;
- Minimum 3 years of experience in the field of information and communication.
- If one of these experiences is in the framework of a contract with an international organisation, it will be considered as an asset.
Specific professional experience
- Experience in developing communication material, including videos and pedagogical tools and organising information sessions for different types of audiences; experience in an area related to this Facility project a will be considered as an asset.
- Experience in elaborating and implementing communication strategies in different contexts.
- Excellent knowledge of Information and Communication technologies, including social networks; Experience in moderating groups or discussion forums on the internet will be an asset.
-The experience of the Information and communication expert should cover at least two of the regions mentioned above in which the facility will operate.
- Experience of communicating on Civil Society issues, and/or on the Roadmaps process will be considered as assets.

Pool of non-key experts:
Non-key experts will be recruited on an ad hoc basis; the contractor must have the means to access a wide range of short-term expertise. For the non-key experts, a senior expertise is a minimum experience of 10 years in the relevant field of work. A junior expertise is a minimum experience of 5 years in the relevant field of work.
The competencies of the experts hired for specific country support / studies will be specified depending on the requests made by the EUDs. The experts hired for support in the production of the capitalisation report will have former experience in the field of Civil Society; former experience in the elaboration of “Civil Society Roadmaps” (or similar exercise) being an asset. All non-key experts will have university degree in a field related to their assignment and a minimum of 3 years’ experience related to their field of intervention.
