In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. GENERAL OBJECTIVE / OBJECTIVE GENERAL:
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
The EU Delegation in Skopje is the responsible body for this contract and at the same time a direct beneficiary.
The indirect beneficiaries of this project are central, local and regional authorities, NGOs, private companies and other institutions.
The experts participating as assessors must possess the technical and administrative capacities necessary to give an informed opinion on the concept notes and full applications and shall perform in a fair and impartial manner, maintaining strict adherence to the relevant EU rules, including those on impartiality, confidentiality and conflict of interests.
Assessment of the concept notes applicable for the Call for Proposals
The concept notes having passed the Opening and Administrative check, will undergo an evaluation of the relevance and design of the action. The task of assessors consists of carrying out a written assessment of each concept note on the basis of the Evaluation Grid (Guidelines for Applicants).
Assessment of the full applications applicable for the Call for Proposals
An assessment of the quality of the proposals, including the proposed budget, and of the capacity of the applicant, co-applicant/s and affiliated entities, are required to be carried out in accordance with the evaluation criteria set out in the Evaluation Grid (Guidelines for Applicants).
QUALIFICATION: ·Minimum University degree in the field relevant for the assignment or equivalent of 4 (four) years above the general professional experience in the field relevant for the thematic of the relevant Call for Proposals.

·Minimum of 6 (six) years general professional experience in the relevant field.

·Knowledge in the country’s policy for the relevant call for proposals will be considered as an asset.

·Excellent command of English, both written and spoken.

· Computer literacy.
