The Government of Ghana, with financial support from the IDA is embarking on improving critical drains and natural drainage channels to mitigate the perennial flooding in Accra as part of the Greater Accra Resilient and Integrated Development (GARID) Project.

The present assignment of the GARID Project aims at strengthening flood and solid waste management and at improving the living conditions of the most vulnerable communities in the Odaw Basin in the Greater Accra Region; in fact, about 60% of Accra’s population is contained within the Odaw river basin, and is subject to chronic flooding.

In particular, This engineering consultancy services assignment seeks to address the development and delivery of detailed engineering designs, construction drawings, specifications, bills of quantities which are synchronised to the construction drawings, and engineer’s cost estimates for targeted civil works construction contracts, preparation of tender documents for procuring a contractor for the number of contracts to be tendered and other tasks and outputs related to the Component 1 “Climate Resilient Drainage and Flood Mitigation Measures”.

As part of the Project’s Component 1 “Climate Resilient Drainage and Flood Mitigation Measures”, implemented by the Ministry of Works and Housing, the purpose of this consultancy is to prepare detailed engineering designs and cost estimate, tender documents and Construction supervision services for the identified prioritized interventions in the Odaw Basin, in particular:

  1. Detention ponds at the Atomic Energy Commission East and West sites;
  2. Urgent rehabilitation/construction to prioritized sections of the Odaw drainage network and Rehabilitation of critical sections of primary / secondary drains in the Alajo community of Accra
  3. Replacement of three bridges and the demolition of two footbridges identified in the HKV report as obstructing flows.

The scope of services for this assignment includes both pre- and post-contract consulting services for the drainage works. The project consists of two phases:

  • Phase 1: review of existing data, reports, designs, models, preliminary and detailed designs and Bidding Documents preparation.
  • Phase 2: contract management and construction supervision.
