The overall aims of the program, of which this project is an essential part is to follow and support the key reforms including the development and implementation of an integrated information system (IIS) focused on objectives of the reform. The specific objectives of the mission are: 1. Develop an integrated information system (IIS) focused on the objectives related to the reform of higher education and scientific research sector; 2. Extend integrated information system (IIS) at Central (MHESR) Regional (3 regional universities conferences) and local (6 "pilot" university institutions) levels; 3. Strengthen the capacity of development, control, maintenance and diffusion of integrated information system (IIS). The expected results are: - The contractor's organization integrates into the management of IIS and its project piloting authorities; - An Integrated Management Software (IMS), called "IMS ESRS", specific for the Education and Research areas and generic for the support functions (finance accounting, HR & paying, Heritage & Logistics) is operational; - Architectural reception of IIS is configured and implemented at central, regional and local levels; - A oscillation and migration plan is established; - A maintenance plan of IBS is established; - Users of the IMS are trained and followed; - 24 referents expert-educators are trained and accompanied in manage the engineering of IIS projects to ensure its diffusion; - A study tour for 25 managers is carried (benchmarking); - A good practice guide for the development and implementation of IMS ESRS including IMS referential is developed; - A system of capitalization, transfer and diffusion of the results achieved is developed.
