In the former Yugoslav Republic of Macedonia (FYROM), municipalities have limited financial autonomy, and lack a coherent system of local public finance. The planning and financing of investments at the local level is centrally managed. Municipalities mostly lack skilled personnel. The EAR programmes are supporting the decentralisation process and help municipalities address these needs as well as build their capacity to manage the transferred responsibilities. This specific mission aimed at improving the quality and outcome of the Agency’s support to Local Government/Authorities in the Former Yugoslav Republic of Macedonia and the Republic of Serbia respectively.
