In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. GENERAL OBJECTIVE / OBJECTIVE GENERAL: In order to assist AIUDP’s successful implementation and monitoring, the proposed consultancy services aim at providing SCDP with Project Expert Management Support (PEMS). The selected Consultant will be in charge of providing necessary technical expertise to the PMU and PIU.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
QUALIFICATION: Minimum Requirements for Team Leader (with exposure in International experience)

• Strong team leadership experience, including demonstrated ability to lead a large team, prepare reports, communication and organisation
• Experience in international development projects, if possible, in Sri Lanka as well
• Work with project financed by international donors and also work in Sri Lanka will be added advantages
• A post-graduate degree or equivalent with corporate membership from relevant institute
• Strong experience in Capacity building and support to public institutions
• Strong team leadership experience, including demonstrated ability to lead a large team, prepare reports, communication and organization
• At least 20 years’ experience in project coordination and management, or in technical assistance to large-scale urban projects, in particular the ones financed by international donors
• Experience in international development projects, if possible, in Sri Lanka as well

Minimum Requirements for Procurement and Contract Management Expert

• A degree in procurement, quantity surveying, project management or equivalent
• Full/corporate membership from relevant professional institute
• At least 10 years’ relevant experience in Procurement procedure, proven experience in International donor’s project tender procedure.

Minimum Requirements for Civil Engineer

• Experience in technical assistance or project support in Sri Lanka
• Experience in international development projects, if possible, in Sri Lanka as well
• Excellent command of English and Sinhala.
• The Civil engineer will work full-time for the whole duration of the contract.
• The Civil engineers is responsible for managing and coordinating subprojects.
• The Civil engineer will be in charge of the supervision of the all sub-projects and implementation supervision (work supervision, recruitment of contractors, projects implementation monitoring).

Minimum Requirements for Capacity Building/Change management Experts

• A degree in public administration, asset/facility management, human resource management, or similar discipline with a good knowledge of the government regulations.
• Good command of Sinhala and English.
• 10 years’ experience in capacity building of government institutions and working with government regulations.
SPECIFIC EXPERIENCE / EXPÉRIENCE SPÉCIFIQUE:
