A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Working on this ARS Progetti pursues the interest of its direct and "indirect" clients and project beneficiaries.

GENERAL OBJECTIVE / OBJECTIVE GENERAL: The overall objective of this contract is to coordinate and promote synergies between the different components of the Partnerships for sustainable cities programme.
Remarque: In the present document, the term “programme” refers to all projects financed under “Partnerships for sustainable cities” as defined in the two calls for proposals, the first one launched in 2018, and the second one, which will be launched in the coming months.
Specific objective(s)
The specific objectives of the action is four folds:
1. To monitor the outcomes of each project and their contribution to the objectives of the Programme and to the localization of SDGs
2. To promote exchange of experiences and best practices among of the different projects financed by the programme.
3. To support the Commission to draw lessons learned and in house knowledge from the partnerships in order to better engage with local authorities.
4. To communicate efficiently about the outcomes of programme.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
QUALIFICATION: Minimum requirements for Team Leader:

• At least a level of education corresponding to 'Master's degree in international development cooperation, international relations or any related topic.
• Minimum of 12 years of professional experience in development cooperation
• Minimum of 5 years of professional experience in local governance issues and -sustainable urban development.
• Minimum of 5 years of professional experience in evaluation, monitoring or design of development projects
• Minimum 5 years of professional experience working with the European Commission (as a staff or as a consultant); professional experience working with EU Delegation will be asset.
• Be proficient in English and French (C1). Good command of Spanish or Portuguese will be an asset (B2).



Minimum requirements for Key Expert 2,3,4, 5:
• At least a level of education corresponding to 'Master's degree in international development cooperation, international relations or any related topic.
• Minimum of 12 years of professional experience in development cooperation
• Minimum of 5 years of professional experience in local governance issues and sustainable urban development.
• Minimum of 5 years of professional experience in evaluation, monitoring or design of development projects
• Minimum 5 years of professional experience working with the European Commission; professional experience working with EU Delegation will be an asset.
• Be proficient in English, French, Spanish or Portuguese (C1). The team of 4 experts (as a whole) must be able to cover the 4 languages.
