A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. JOB / DESCRIPTION DU TRAVAILLE

DURATION / DUREE: 24 months
GENERAL OBJECTIVE / OBJECTIVE GENERAL: The global objective of this project is to enhance cooperation with the CSOs and increase CSOs engagement on EU Integration process in Albania, through support to the MEFA and CFCU to properly manage and monitor EU funded grants to CSOs. The main beneficiaries will be the Ministry of Europe and Foreign Affairs and the Central Finance and Contracting Unit (CFCU) of the Ministry
of Economy and Finance.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
 Support MEFA and CFCU in ensuring the efficient set-up and management of the EU funded grants2 to grantees including CSOs;
 Enhance the capacity of MEFA, CFCU and of the EU Delegation to monitor operational and financial implementation of EU funded grant contracts with the civil society;
 Support MEFA and CFCU establish better communication tools to engage with civil society on funding opportunities EU accession processes;
 Raise awareness of the CSO grants schemes amongst civil society organisations in Albania;
QUALIFICATION: Number of requested experts per category and number of man-days per expert:
• Two Category II experts: minimum 120 and 110 working days each respectively.
• One Category III expert: minimum 60 working days.

One Expert Category II – Monitoring and Capacity Building (120 working days)
The expert will be responsible for the day-to-day management of the project as a whole, ensuring synergy of all its components, activities and stakeholders and ensuring the quality of all project outputs.
Qualifications and skills
• University degree or equivalent in economics, management, law, political science, social sciences, public administration or any other relevant discipline. In the absence of such a degree, an equivalent professional experience of 4 years above the minimum 6 stated below under general professional experience.
• Fluency in English, both written and spoken
General professional experience
• Preferably 10 years but not less than 6 years professional experience, following the attainment of the University degree, in areas related to implementation/monitoring/evaluation of cooperation projects.
Specific professional experience
• Preferably 6 years but not less than 3 years of professional experience working in strengthening capacities of CSOs or local/national institutions.
• At least 2 assignments on implementation, monitoring and/or evaluation of donor funded projects to the civil society.
• Proven experience in drafting guidelines for grant applicants and conducting consultation processes with CSOs.
• Knowledge of IPA and PRAG procedures will be considered an asset.
• Knowledge of the Albanian language will be considered an asset.
• Experience in EU candidate or potential candidate countries (before or after the candidate status was given) will be an asset

One Expert Category III – Communication (60 working days/expert)
The expert will provide hands-on support to MEFA and CFCU and capacity building to the EU funded civil society.
Qualifications and skills
• University degree or equivalent in communication, economics, management, law, social sciences, political science, public administration or any other relevant discipline;
• Fluency in English, both written and spoken
General professional experience
• Preferably 10 years, but at least 6 years professional experience, following the attainment of the University degree, in projects or programmes related to civil society.
Specific professional experience
• Preferably 5 years but not less than 3 years of professional experience related to communication and visibility of CSOs and CSOs projects.
• Proven experience in drafting guidelines for grant applicants and/or conducting consultation processes with CSOs.
• Knowledge of Albanian will be considered an asset.

One Expert Category II –Financial Monitoring Expert (110 working days/expert)
He/she will provide hand on support to MEFA and CFCU in drafting guidelines and related annexes, monitoring tools for financial monitoring, perform actual monitoring and ex-post controls procedures etc
Qualifications and skills
• University degree or equivalent in economics, management, public finance, public administration or any other relevant discipline. In absence of such a degree, an equivalent professional experience of 3 years above the minimum 5 stated below under general professional experience.
• Fluency in English, both written and spoken
General professional experience
• Preferably 8 years, but not less than 5 years professional experience, following the attainment of the University, in the area of public administration and/or finance/accounting.
Specific professional experience:
• Preferably 5 years but not less than 3 years of professional experience in monitoring grant contracts related to financial and contractual aspects.
• At least 2 experiences of implementation, monitoring and evaluation of EU or donor funded project with CSOs
• Knowledge of Albanian will be considered an asset.
• Experience in EU candidate or potential candidate countries (before or after the candidate status was given) will be an asset
