This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence.

The assignment will take place in Nairobi, with field visits to at least Kismayo, Baidoa, Galkayo, Hargeisa and Mogadishu in Somalia. Additional locations that should be visited in Somalia if possible are the following: Adado, Burao, Dhusamareeb, Bosasso, Afmadow, Afgoye, Luuq, Dinsoor and Dhobley.

GENERAL OBJECTIVE / OBJECTIVE GENERAL: Programme to be evaluated and his objectives:
RE-INTEG: Enhancing Somalia’s responsiveness to the management and reintegration of mixed migration flows
The overall objective of the programme is to “contribute to Somalia’s transition out of fragility by strengthening stability and security and by creating a favourable environment for the economic and social development that enhances the absorption capacities of areas of return of displaced population and improves livelihood conditions in areas of return as well as departure”.
The specific objective of the action is “to support a sustainable and durable reintegration of refugees, returnees from Yemen, Kenya, Europe and other areas of departure and IDPs in Somalia, and to anchor populations within Somalia.”

QUALIFICATION: Experts of the TEAM:
The team members shall have academic qualifications at the level of a Master's Degree, in migration/displacement studies, development studies, public policy, education, health, urban planning. If an expert does not have a Master's Degree, she/he should have equivalent professional experience which is defined as: she/he must have at least a Bachelor's degree and at least 3 years of relevant professional experience in the sectors mentioned above.
The team shall have a combined expertise consisting of at least 10 years of experience on implementing large and complex development programmes, coordinating with Government authorities and engaging other stakeholders, including at least 3 years in institutional capacity building on migration management.
The team shall have a combined expertise consisting of at least 3 years’ experience of implementation of projects addressing management of large-scale internal displacement and refugee and migrant returns and readmission.
The team shall have combined expertise consisting of at least 3 years’ experience of development interventions in the sector of fields of forced displacement and/or return and readmission of returning migrants demonstrated by work experience in humanitarian assistance and/or development cooperation. At least one of the experts must have documented experience of evaluations of interventions involving urban planning and forced displacement. At least one of the experts must have previous experience of evaluations of interventions involving strengthening government migration management systems and at least one member of the team must have proven experience in evaluating EU-funded projects.
The team shall have a cumulative experience of at least 5 years in the area of evaluation with:
• At least 5 evaluations conducted in the Horn of Africa region;
• At least 2 evaluations in a fragile state;
• At least 2 evaluations should be of projects in the field of “Migration Management”;
• Previous experience of a team member in Somalia will be considered as an advantage;
• Fluency in both written and spoken English required for each team member, with ability of at least one of the team member to speak Somali;
• Experience of EU procedures, in particular grants will be considered as an advantage.
Additional requirements of the team (Cat. I experts):
• The team leader should have performed successfully at least one long term assignment (at least one year) performed as a Team Leader of a pool of international and local experts.
• The team leader should have led successfully at least 2 evaluations (mid-term, final or ex-post).
Language skills of the team:
• English: All members of the team shall possess a level C2 expertise;
• Somali: at least one member of the team shall possess a level B1 expertise.
