A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Working on this ARS Progetti pursues the interest of its direct and "indirect" clients and project beneficiaries.

DURATION / DUREE: 24 months from starting date (October 2019)
GENERAL OBJECTIVE / OBJECTIVE GENERAL: The global objective of this project is to enhance cooperation and policy dialogue with the CSOs and increase awareness on EU Integration process in Albania
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
- To support Ministry for Europe and Foreign Affairs (MEFA) for implementing a proper management process for the EUIF actions, related to small grants for civil society, and also effectively identifying the needs and interventions for these types of grants, to be funded under IPA 2017 National Programme
- To support the CFCU effectively monitor the implementation of grant contracts for Civil Society Organisations signed under IPA 2014 and the contracts to be signed under IPA 2015 European Union Integration Facility.
QUALIFICATION: Key expert 1: Team Leader and Programming Expert
Qualifications and skills
• University degree or equivalent in economics, management, law, social sciences, public administration.
• Fluency in English, both written and spoken (min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic).
• Knowledge of the local language will be considered an asset.
• Computer literate
General professional experience
• Preferably 12 years but not less than 10 years professional experience, following the attainment of a degree, in relation to EU integration process in EU candidate/potential candidate countries.
Specific professional experience
• Preferably 5 years but not less than 3 years of professional experience working with/in public administration institutions in EU candidate/potential candidate countries for EU integration process.
• Experience in at least 1 (one) project on information and/or consultation of civil society on EU integration matters.
• Knowledge of IPA and PRAG procedures will be considered an asset.
• Knowledge of the IPA Programming cycle will be considered an asset.

Key expert 2 on Capacity Building

Qualifications and skills
• University degree or equivalent in social sciences, political science, economics, public administration;
• Fluency in English, both written and spoken (min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic),
• Knowledge of the local language will be considered an asset.
• Computer literate

General professional experience
• Preferably 12 years but at least 10 years professional experience, following the attainment of a degree, in capacity building support projects on programme/project level related to civil society in EU candidate/potential candidate countries.

Specific professional experience
• Preferably 5 years but not less than 3 years of professional experience on strengthening capacity of central or local institutions in the area of EU Integration process.
• Experience in at least 1 project in capacity building support on programme/project level related to civil society

Key expert 3: Contract and Financial Monitoring Expert
He/she will be responsible for the following indicative activities:
• Support the CFCU in the ex-post controls procedures and preparation of contract addendum
• Support in drafting monitoring tools for financial monitoring of grant contracts.
• Assistance in drafting a specific/detailed section in the internal manual of procedures for Grant management in respect to Financial Management procedures;
• Elaboration of reporting requirements to be met by the grant beneficiaries
• On the job assistance in contract management and financial checks for the grants contracts.
• Assistance in drafting “On the spot verification visits plan” and checklists for both contract management and financial management sector.

Qualifications and skills
• University degree or equivalent in economics, management, law, social sciences, public administration
• Fluency in English, both written and spoken (min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic);
• Knowledge of the local language will be considered an asset.
