A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Working on this ARS Progetti pursues the interest of its direct and "indirect" clients and project beneficiaries.

Nur-Sultan, Kazakhstan and Central Asian Countries, in the EU and the pre-accession or neighbouring countries, as required
STARTING DATE / DATE DE DEMARRAGE: 15 November 2019
DURATION / DUREE: 36 months
GENERAL OBJECTIVE / OBJECTIVE GENERAL: To promote sustainable development and circular economy in Central Asia.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
1. To enhance environment, climate change and water policies at national levels in CA and
approximate them to EU standards;
2. To promote informed green investments in the relevant sectors with the aim of contributing to
measurable reductions in man-made pollution.
QUALIFICATION: Key expert 1: Team Leader – minimum 500 working days (at least 70% in the region)

Qualifications and skills
• A University Degree in biology or earth sciences or engineering or environmental
• sciences or public administration or international relations or law, or a relevant, directly
• related discipline, or equivalent relevant professional experience;
• A post-graduate degree in these fields is an advantage;
• Excellent diplomatic, social, communication and networking skills are considered to
• be an asset;
• Fluency in oral and written English is essential;
• Fluency in oral and written Russian is essential

General professional experience
• Preferably 20 years, but minimum 15 years of professional experience;
• Preferably 10 years, but minimum 7 years of cumulated experience in institutional and/or policy development and/or in facilitating reform processes in an international cooperation context in climate change or environmental governance;
• Preferably 5 years, but minimum 3 years of cumulated working experience in any country of Eastern Neighbourhood and/or Central Asia and/or EU accession countries is required;
• Proven capacity to lead a multinational team;
• Good knowledge and working experience with the EU programmes, projects and procedures is an advantage.
Specific professional experience
• Preferably 7 years, but minimum 5 years of cumulated working experience in taking operational responsibilities in implementation of stand-alone projects is required;
• Experience in organising and moderating preferably 5, but minimum 3 meetings/working groups at international level with participation of senior governmental officials is required;
• Preferably 3 years, but minimum 1 year of cumulated engagement(s) in actions outside the EU to comply with or promoting EU environmental legislation and/or water processes is required;
• Experience in organizing and delivery of seminars and/or trainings and in a multicultural environment.

Key expert 2: Environment Governance and Climate Change Capacity Development −minimum 450 working days (at least 70% in the region)

Qualifications and skills
• A University Degree in biology or earth sciences or engineering or environmental sciences or public administration or international relations or law, or a relevant, directly related discipline, or equivalent relevant professional experience;
• Fluency in oral and written English is essential;
• Fluency in oral and written Russian is essential
General professional experience
• Preferably 15 years, but minimum 10 years of professional experience is required;
• Preferably 7 years, but minimum 5 years of cumulated experience in conducting institutional capacity-building in the fields of environmental governance and/or climate change.
Specific professional experience
• Experience in designing and delivering preferably 10, but minimum 7 training courses in the fields of environmental governance and climate change is required;
• Preferably 3 years, but minimum 2 years of cumulated engagement(s) in capacity building actions promoting EU environmental legislation in the countries of Eastern Neighbourhood and/or Central Asia and/or EU accession countries will be an advantage.

Key expert 3: EU Acquis and Environment Enforcement −minimum 350 working days (at least 70% in the region)

Qualifications and skills
• A University Degree in biology or earth sciences or engineering or environmental sciences or public administration or international relations or law, or a relevant, directly related discipline, or equivalent relevant professional experience;
• Fluent English is essential;
• A good working command of Russian (both oral and written) is essential.

General professional experience
• Preferably 15 years, but minimum 10 years of professional experience is required;
• Preferably 7 years, but minimum 5 years of cumulated experience in conducting institutional capacity-building in the fields of environmental governance and/or climate change;
• Preferably 5 years, but minimum 3 years of cumulated working experience in EU and/or EU accession countries is required.
Specific professional experience
• Experience in designing and delivering preferably 5, but minimum 3 training courses in the fields of environmental governance and enforcement as well as climate action is required;
• Preferably 3 years, but minimum 2 years of cumulated engagement(s) in capacity building actions promoting EU environmental legislation in the countries of Eastern Neighbourhood and/or Central Asia and/or EU accession countries will be an advantage
