Ex Post Evaluation of the 10th EDF Democratic Governance Programme in Malawi

The assignment will take place in Lilongwe, Malawi with field visits in Blantyre, Zomba, Mzuzu and other districts.

GENERAL OBJECTIVE / OBJECTIVE GENERAL: The expert shall review and evaluate the performance of the Democratic Governance Programme (022-020) in terms of its contribution to the overall objective, purpose and expected results as expressed in the Financing Agreement. Following this assessment, the expert will make conclusions and recommendations to be considered by GoM and the EU in the subsequent programmes including the Chilungamo Programme of the 11th EDF.
The overall objective of the Democratic Governance programme was to contribute to the reduction of poverty through improved democratic governance, including quality justice, greater participation of all Malawians in democratic decision-making, and increased democratic accountability.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
Specifically, the ex post evaluation aims at assessing the relevance, efficiency, effectiveness, impact and sustainability of the Democratic Governance Programme in Malawi in line with “Project Cycle Management Criteria” and “Evaluation in the European Commission”. Further, the evaluation aims at documenting lessons learnt from the implementation process of the Programme to improve future interventions and for use by the GoM, EU and other partners in future and for the Chilungamo Programme under the 11th EDF.
QUALIFICATION: Minimum requirements:
• 12 years of experience and sound expertise in the areas of democratic governance, civic education, access to formal and informal justice,
• At least 8 evaluations conducted in the Sub Saharan Africa region,
• The team leader must have conducted at least 5 evaluations,
• Sound understanding of Development Cooperation and democratic governance demonstrated by having evaluated at least 4 projects/programmes in this area,
• Specific experience in at least three of the following areas: access to justice, governance, human rights, civic education, public sector management, sector wide approaches and accountability mechanisms,
• Specific experience in evaluation of EU programmes is an added advantage.
