In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. GENERAL OBJECTIVE / OBJECTIVE GENERAL: The global objective of the assignment is to contribute to strengthening the European Union engagement with civil society in Myanmar through the support of the implementation of the new EU strategy for a strengthened partnership with CSO in Myanmar in partnership with civil society.
The specific objectives of this contract:
• To strengthen civil society capacity to advocate and influence public policies through supporting the EUD to organise Structured Dialogues with CSOs at regional/state and national level
• To strengthen information-sharing, communication and learning between the EU and CSOs.
• To enhance mutual understanding and communication between the EUD and civil society organisations in terms of policy and operational support
Both the achievement of general and specific objectives should promote inclusiveness and sustainable development through a right-based approach.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
QUALIFICATION: Minimum requirements of Expert Cat II: Team Leader – Civil Society Facilitator

Qualifications and skills:
• At least Master's degree or, in its absence, equivalent working experience of minimum 7 years in development, social sciences, human rights or a relevant, directly related discipline.
• Proven project management and organization skills;
• Good interpersonal skills, a collaborative style and the ability to communicate effectively at all levels;
• Proficient in Microsoft Office software ;
General professional experience:
At least six years' experience in the field of civil society organisations, participation and capacity development.
Specific professional experience:
• At least four years of experience working on EU civil society projects or support of the EU towards civil society organisations;
• Managerial experience of at least 3 years, preferably in an civil society organizations or similar assignments as described in these ToR;
• Experience in carrying out qualitative and quantitative research (at least 4 research documents/papers);
Soft skills requirements:
• Experience in organising and facilitating Civil society forums, dialogues, with national or international organisations (at least 3 civil society dialogues)
• Excellent knowledge of EU procedures, programmes and approaches towards to civil society organisations
• Proven experience in producing communication tools and delivering communication activities
• Experience in Monitoring, evaluation and learning systems.
• Knowledge of gender mainstreaming approaches and tools
Language skills:
• Excellent working knowledge both in spoken and written English; knowledge of Burmese is considered an asset.


Minimum requirements of Expert Cat III n°1: CSO expert

Qualifications and skills:
• At least bachelor or equivalent degree in development, social sciences, human rights or a relevant, directly related discipline, or in its absence, equivalent professional experience of 4 years in development, social sciences, human rights or a relevant, directly related discipline
General professional experience:
Minimum of three years’ work experience in the field of civil society organisations
Specific professional experience:
• Good drafting skills in both English and Burmese languages;
• Proven experience in organizing events for civil society organisations and/or international organisations, including agenda, planning, logistics.
Soft skills requirements:
• Experience in communication, facilitation and networking activities
• Good knowledge of Myanmar civil society organisations at national and regional level
• Experience in working with the EU and/or in Monitoring and Evaluation would be an asset
Language skills:
Excellent working knowledge both in spoken and written English and Burmese.


Minimum requirements of Expert Cat III n°2: – Communication expert

Qualifications and skills:
• At least bachelor or equivalent degree in communication, IT or a relevant, directly related discipline, or equivalent working experience of 4 years.
General professional experience:
Minimum of three years’ work experience in the field of communication
Specific professional experience:
• Proven experience in organizing events for civil society organisations and/or international organisations, including agenda, planning, logistics.
• Proven experience in setting up data bases;
• Proven experience in developing communication leaflets and brochures;
• Experience in communication, facilitation and networking activities
• Good knowledge of Myanmar civil society organisations at national and regional level
Soft skills requirements:
• Good drafting skills in both English and Burmese;
• Good IT and design skills
Language skills:
Excellent working knowledge both in spoken and written English and Burmese
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
Additional Team Requirements The framework contractor will provide necessary and adequate technical backstopping to the experts.
