A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Working on this ARS Progetti pursues the interest of its direct and "indirect" clients and project beneficiaries.

DURATION / DUREE: 80 calendar days
GENERAL OBJECTIVE / OBJECTIVE GENERAL: Two actions (‘U-LEAD with Europe: Ukraine Local Empowerment, Accountability and Development Programme" for € 101 032 746, “Component 1. Enhanced capacity to implement decentralisation and regional policy reforms” for € 62 414 330.31, and “Component 2: Administrative service centres and awareness raising of citizens on local self-governance” for € 32,414,339.50) have to be evaluated separately, and as a whole under the U-LEAD with Europe: Ukraine Local Empowerment, Accountability and Development Programme (CRIS ref.no. ENI/2015/038-739)
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
QUALIFICATION: The experts' team as such is recommended to possess expertise in:
• evaluation methods and techniques in general and of evaluation in the field of external relations and development cooperation; and in particular experience of evaluating technical assistance programmes with budgets exceeding 20 million euros;
• technical knowledge of sectors covered by the Programme, specifically decentralisation, regional and local development, community based development, improvement of administrative services;
• previous relevant expertise in the Eastern Partnership countries will be an advantage.

Minimum requirements of Cat I expert:
Qualifications and skills:
• Master’s Degree in a field related to the assignment (public administration, management, economy, etc.) or equivalent professional experience (at least 7 years in addition to the minimum required general professional experience);
• At least 6 months of experience in monitoring and evaluation of projects and programmes in the EU or other major international donor setting.
General professional experience:
• Minimum 12 years of professional experience in one or more areas related to the assignment.
Specific professional experience:
• Minimum 5 years of professional experience in public sector in one or more areas related to the assignment;
• At least 5 years expertise in designing and implementing technical assistance, capacity development, M&E and training programs.
Additional requirements:
• Local expertise and/or knowledge of the Ukrainian decentralisation, community based development, regional and local development is considered an asset.
Language skills:
• Fluency in English
• Knowledge of Ukrainian or/and Russian is considered an asset.

Minimum requirements of Cat II experts:
Qualifications and skills:
• Master’s Degree in a field related to the assignment (public administration, management, economy, etc.) or equivalent professional experience (at least 7 years in addition to the minimum required general professional experience);
• At least 6 months experience in monitoring and evaluation and other assessment/audit techniques.
General professional experience:
•Minimum 8 years of professional experience in one or more areas related to the assignment.
Specific professional experience:
• Minimum 3 years of professional experience in public or private sector in one or more areas related to the assignment;
• At least 2 professional experiences in designing and implementing technical assistance, capacity development, M&E and training programs.
• experience in minimum four of five following sectors: decentralisation, regional and local development, support to local authorities, community based development, delivery of administrative services.
• experience in the ENP countries, will be an asset.
Additional requirements:
• Demonstrated local expertise and/or knowledge of the Ukrainian public administration context is considered an asset.

Language skills:
• Fluency in English (where appropriate, e.g. tasks related to international best practices, comparative analysis, etc.);
• Knowledge of Ukrainian or/and Russian is considered an asset
