A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Working on this ARS Progetti pursues the interest of its direct and "indirect" clients and project beneficiaries.

DURATION / DUREE: 3 years
GENERAL OBJECTIVE / OBJECTIVE GENERAL: The global objective is to increase Albania's participation in Union Programmes as measured by numbers of applications and rates of success.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
The specific objective of this contract is to strengthen the capacity of competent national institutions to achieve improved levels of participation of Albania in Union Programmes where an Agreement with the European Commission has been concluded and is in force.
QUALIFICATION: Team Leader:

Minimum 12 years of professional experience in project / programme management in the area of capacity-building in the public sector
Team leader position in at least 2 publicly funded projects, each with a minimum value of EUR 250,000
Excellent intercultural communication, moderation and facilitation skills
Experience with awareness-raising is an asset

KE2:

Minimum 6 years of professional experience in project / programme management in the area of capacity-building in the public sector
Excellent intercultural communication, moderation and facilitation skills

KE3:

Minimum 6 years of specialist professional experience in the area of communication(defined as including public relations, awareness-raising, and visibility)
Excellent intercultural communication, moderation and facilitation skills
Albanian speaker
SPECIFIC EXPERIENCE / EXPÉRIENCE SPÉCIFIQUE: Team Leader:

Minimum 8 years of project / programme management experience acquired in the context of EU external aid programmes, including minimum 3 years acquired in new EU Member States (i.e. having acceded in 2004 or later), potential candidate, candidate or accession countries
Minimum 3 years of transversal professional experience with Union Programmes in which Albania currently participates or their predecessors;
Knowledge of IPA and PRAG procedures
Previous relevant experience in the Western Balkans is an asset

KE2

Minimum 4 years of project / programme management experience acquired in thecontext of EU external aid programmes, including minimum 2 years acquired in new 8
EU Member States (i.e. having acceded in 2004 or later), potential candidate, candidate or accession countries
Minimum 2 years of professional experience with at least 2 of the Union Programmes in which Albania currently participates
Experience with the monitoring of projects / programmes is an asset
Experience raising the awareness of national and subnational institutions and/or civil society, business and/or academia regarding access to EU funds is an asset
Previous relevant experience in the Western Balkans is an asset

KE3

Experience with communications in the context of at least 2 publicly funded programmes / projects
Minimum 2 years of professional experience in the organisation of awareness-raising campaigns / events
Minimum 2 years of professional experience using social media as a communication tool
Demonstrated knowledge of requirements applying to communication and visibility of EU financial assistance
Professional experience with communication and visibility of EU financial assistance is considered an asset
Professional experience with Union Programmes is considered an asset
