GENERAL OBJECTIVE / OBJECTIVE GENERAL: To assist the EU Delegation to Nigeria in the formulation of a project to address the root causes of irregular migration through technical and vocation education and training (TVET) under the European Union Trust Fund (EUTF) for migration.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
To produce a complete set of project documents for the EU intervention within the scope of European Union Trust Fund (EUTF) for migration to address the root causes of irregular migration through technical and vocation education and training (TVET) and also respond to questions raised by the operational committee on the initial design of the programme.
In particular, the tasks are to:
(a) Review the SKYE project documents in line with the operation committee recommendations, to re-confirm the intervention logic, risk matrix, objectives, indicators, and results/outcomes, verifying that these are relevant, effective and would contribute to the realisation of project objectives.
(b) Based on the review, propose and make adjustments for greater effectiveness and efficiency as needed in close consultation with the EU and GIZ
(c) Consult with the relevant stakeholders in the selected value chains, MDAs and official and private sector in the potential states and organize a validation meeting
(d) Identify and analyse: (i) the main risks which directly or indirectly may affect the action, and the triggers for these risks, along with possible mitigating measures that are under control or influence of the project management and EU Delegation, and (ii) critical assumptions underlying the action, and which should be taken into account in project implementation.
(e) Recommendations for monitoring, evaluation and audit mechanisms, as well as management and coordination arrangements including baselines (where available) and propose coordination/governance structure of the programme in light of any possible new projects to be developed in synergy with this programme
(f) Produce a detailed M&E strategy to be adopted by the programme
(g) Other actions that maybe required to ensure the design of a viable, innovation and impactful programme
QUALIFICATION: Minimum required skills:
- At least a Master's Degree (academic level) in Social Sciences, Humanities, other related disciplines, or equivalent.
- At least 12 years' professional experience working in the areas of skills development and human resource development/ Private sector, agricultural or economic development
- Excellent command of English (both spoken and written);
SPECIFIC EXPERIENCE / EXPÉRIENCE SPÉCIFIQUE: Specific professional experience:
- At least 8 years' experience in particular in the TVET sector including experience of developing and implementing TVET projects preferably in Africa.
- A demonstrated understanding of issues related to skills development and TVET
- Must possess experience of participating in the identification and or formulation of at least three (03) EU funded projects
- Excellent report writing, good communication skills, adaptability and social awareness.
In addition the expert should have:
Experience in EU development cooperation in Sub-Saharan Africa.
Experience in working with the competency based training (CBT) approach;
Knowledge of the EU gender action plan and gender mainstreaming
Nigerian, West African and migration issue experiences
Past team leader experience in a related mission
