A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Working on this ARS Progetti pursues the interest of its direct and "indirect" clients and project beneficiaries.

GENERAL OBJECTIVE / OBJECTIVE GENERAL: To carry out a comprehensive evaluation of the impact and sustainability of outcomes of the EIDHR CBSS programmes in Albania, in order to provide the Delegation with recommendations concerning strategic programming and operational choices for designing EIDHR in future. The experts should focus their evaluation on the contracts funded from EIDHR 2014 on-word.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
1) To assess the programme as whole on outcomes and their sustainability and on overall operation modalities of the Programme and their capacity to achieve stated objectives;
2) To provide and assessment of the strengths and weaknesses of the current programming and operating modalities of the Programme and their capacity to achieve stated objectives;
3) To make strategic recommendations aimed at improving impact (e.g. choice of priorities, choice of sectors, operating modalities, etc), including identification of opportunities for increased complementarity with other EU-funded instruments and programmes.
QUALIFICATION: Expert 1 – Team Leader: Evaluation expert (Category I) - 20 days
University degree (at least master's degree) or Equivalent work experience of at least 10 years in the field of Human Rights or civil society.

Expert 2: expert on Civil society support programmes (Category II) - 25 days
- University degree (at least master's degree) or Equivalent work experience of at least 10 years in the field of Human Rights or civil society

Expert 3: expert on Human rights and/or democratisation issues in Albania (Category II) - 25 days
- University degree (at least master's degree) or Equivalent work experience of at least 10 years in the field of Human Rights or civil society
SPECIFIC EXPERIENCE / EXPÉRIENCE SPÉCIFIQUE: Expert 1 – Team Leader: Evaluation expert (Category I) - 20 days
- Minimum 12 years of professional experience in the field of human rights and civil society, including relevant management experience.
- Experience of evaluation (a minimum of 5 evaluations of EU-funded programmes being considered an advanced)
- Fluency in English.

Expert 2: expert on Civil society support programmes (Category II) - 25 days
- Minimum 6 years of professional experience in the field of Human Rights or Civil Society management.
- Experience of having carried out evaluations of civil society support programmes or having implemented such programmes.
- Fluency in English

Expert 3: expert on Human rights and/or democratisation issues in Albania (Category II) - 25 days
- Minimum 6 years of professional experience in the field of Human Rights or Civil Society.
- Knowledge of the general human rights situation in Albania, including the political and legislative context.
