A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Working on this ARS Progetti pursues the interest of its direct and "indirect" clients and project beneficiaries.

GENERAL OBJECTIVE / OBJECTIVE GENERAL: The overall objective is to improve coordination and engagement in development cooperation and external action by contributing to development effectiveness and to the collective European policy and political dialogue with the partner country.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
Specific objective(s)1
To strengthen Joint Programming processes at country level by:
a. Improving the capacity and operational knowledge of EU Delegations and Member States Embassies on joint programming.
b. Improving joint European policy dialogue with partner countries.

To strengthen Joint Programming at HQ level by:
a. Improving capacities and documenting knowledge
b. Implementing global communication strategies
QUALIFICATION: 3.1 Team Leader (Cat I)
S/he may need to be available to meet every six months with the Project Manager in Brussels (a maximum of two-day mission each time) and will have to ensure adequate time availability for an effective and quality management of the overall activities.
S/he will need to setup regular teleconferences/phone calls (approximately, one every 3-4 months) between the senior experts and HQ Joint Programming team to exchange ideas and to discuss overall progress of implementation of Joint Programming.

Qualifications and Skills
• At least Master's Degree Academic level in a subject relevant to development cooperation. In its absence, 5 additional years in development work beyond the general professional experience requirement, as mentioned below.
• Proficient-level knowledge of English , as guaranteed by a certificate or past relevant experience.

General professional experience
At least 12 years of professional experience in development work.

Specific professional experience
Experience could be demonstrated by having successfully undertaken assignments (and with proven work being performed in the last 5 years (2014-2018)) in the following areas:
• Formulation of bilateral programming documents, country strategy papers and/or aid/development strategies.
• Aid and development effectiveness /donor coordination mechanisms/programme-based/sector-based approaches (at least 4 years).
• Team leadership or team coordination roles within donor-funded projects. More specifically, this can be proven by demonstrating successful assignments in at least 1 year over the last 5 years (2013 – 2018).
• Identification, formulation, implementation and evaluation of aid programmes and projects.

Assets:
• a sound knowledge of EU's development cooperation policies and financial instruments, in particular the Development Cooperation Instrument (DCI) and/or the European Development Fund (EDF).
• Knowledge of French , as guaranteed by a certificate or past relevant experience.
• Experience in advising governments of partner countries or donor countries, bilateral or multilateral aid agencies.
• Experience of supporting policy dialogue with partner countries.
• Experience and/or knowledge of EU Member States development cooperation systems and policies
• Knowledge of using IATI database.
• Previous experience or knowledge of Joint Programming or joint implementation.
• Experience on communication strategies and outreach activities.
• Facilitation of meetings, seminars, retreats, workshops bringing together >25 participants.

3.2 Senior expertise (Cat II)
Three senior category experts, with the following qualifications and skills, general professional experience and knowledge as a team.
Qualifications and Skills
• At least Master's Degree Academic level in a subject relevant to development cooperation. In its absence, 5 additional years in development work above the general professional experience requirement, as mentioned below.
• Proficient-level knowledge of English , French and Spanish spread among the senior experts and guaranteed by a certificate or past relevant experience.

General professional experience
• At least 6 years of professional experience in development work.

Specific professional experience
Experience could be demonstrated by having successfully undertaken assignments (and with proven work being performed in the last 5 years (2014-2018)) in the following areas:
• Formulation of bilateral programming documents, country strategy papers and/or aid/development strategies.
• Identification, formulation, implementation and evaluation of aid programmes and projects.
• Aid and development effectiveness /donor coordination mechanisms/programme-based/sector-based approaches (at least 4 years).

Assets:
• a sound knowledge of EU's development cooperation policies and financial instruments, in particular the Development Cooperation Instrument (DCI) and/or the European Development Fund (EDF).
• Experience in advising governments of partner countries or donor countries, bilateral or multilateral aid agencies on aid and development effectiveness.

• Facilitation of meetings, seminars, retreats, workshops bringing together >25 participants.

3.3. Junior expert in communication (Cat III)
In addition to the experts above, a junior expert is needed to assist the visibility of Joint Programming both at HQ and at country level. This junior expert is expected to work under the guidance of the Team Leader. The specific tasks will involve:

• Support EU Delegations and the European group to promote their Joint Programming Document; for example, by drafting a communication/outreach plan, by identifying local experts on communication, by suggesting appropriate outreach channels, etc.
• Designing and implementing outreach and visibility plans for Joint Programming at HQ level.

If necessary and approved by Project Manager, the junior expert may go on a mission in support of Joint Programming in communication and visibility terms.

Qualifications and Skills
• At least Bachelor's Degree Academic level in a subject relevant to communication, media, journalism, or a relevant field.
• Proficient-level knowledge of English .

General professional experience
• At least 3 years of professional experience in communication and/or media, and with experience related to development work.

Specific professional experience
Experience could be demonstrated by having successfully undertaken assignments equal to a total of a minimum of 1 years' experience over the last 5 years (2014 – 2018) in one or more of the following areas:
• Social media platforms.
• Audiovisual products.
• Articles and publications on development.
• Campaigns.
• Work on outreach and communication activities with public institutions or international organisations.
Assets:
• Knowledge of development policies, and, ideally, EU’s development policies.
• Good knowledge of either French or Spanish .
• Knowledge of Microsoft tools.
• Knowledge of handling databases.
• Knowledge of IT infrastructure/software and maintaining web platforms.
• Knowledge in designing and producing infographics.
