In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. STARTING DATE / DATE DE DEMARRAGE: The expected starting date is December 2018
DURATION / DUREE: The period of implementation of the contract is 37 months from this date.


GENERAL OBJECTIVE / OBJECTIVE GENERAL: Overall objective:
The overall objective of the project of which this contract will be a part is as follows:
To improve intercultural dialogue between Turkey and the EU through protecting and promotion of common cultural heritage and strengthening civil society dialogue on common cultural heritage.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
Specific objective:
The purpose of this contract is as follows:
To provide accessibility to the Ancient Anatolian Civilizations’ archaeological and historical heritage works by collecting, preserving and promoting the shared values and common cultural heritage of EU and Turkey by means of collaborative activities.

Results to be achieved by Contractor:
• The EU-Turkey Anatolian Archaeology Institute is operationalized, including its library and laboratory.
• The Institute has a digital network to share the findings from excavations and other related findings and is involved in different international networks.
• The Institute is visible in the international and domestic forums/platforms
• Archaeological tour routes are prepared
• Knowledge and expertise of the target groups is enhanced with international experience through the internship programmes
• Capacity of the Institute and collaboration with the Civil Society Organisations are enhanced.
• An exit strategy is prepared for the EU-Turkey Anatolian Archaeology Institute, rendering it robust and sustainable.
QUALIFICATION: KEY EXPERT 1: TEAM LEADER

Qualification and skills:
• Bachelor’s degree or higher. In the absence of such a degree, minimum 11 years of working experience in the field of archaeology and/or cultural heritage.
• Good command of written and spoken English

General professional experience:
• Minimum 7 years of professional experience
• Managerial experience in at least 2 projects (each with a duration of at least 6 months) as a team leader/project manager or equivalent

Specific professional experience:
• Minimum 3 years of experience in the field of archaeology and/or cultural heritage
• Managerial experience with archaeology institutes/research centres will be an asset.
• Working experience in the field of regional/local cultural and/or tourism development projects/programmes will be an asset
• Working experience with civil society organizations will be an asset

KEY EXPERT 2: CULTURAL HERITAGE EXPERT
Qualifications and skills
• Bachelor’s degree or higher in archeology, social sciences or equivalent. Or the minimum of 9 years’ working experience in these fields

General professional experience
• Minimum 5 years of professional experience in the field of archaeology and/or cultural heritage

Specific professional experience
• Minimum 3 years of working experience in protection of cultural heritage sites and/or archaeological excavations
• Working experience in archaeology institutes/research centres will be an asset
• Working experience in the field of archaeology and/or cultural heritage in Turkey will be an asset

KEY EXPERT 3: COMMUNICATION AND VISIBILITY EXPERT
Qualifications and skills
• Bachelor’s degree or higher. Or the minimum of 9 years’ working experience in the field of communication, awareness raising, publicity and/or visibility activities

General professional experience
• Minimum 5 years of professional experience

Specific professional experience
• Minimum 3 years of experience in the field of developing and/or implementing communications plans and/or visibility activities and/or awareness raising activities
• Working experience on civil society dialogue in the field of cultural heritage and/or archaeology
• Working experience in the field of developing and/or implementing communication, visibility, awareness raising and/or publicity activities in the fields of common cultural heritage and/or archaeology will be an asset


SPECIFIC EXPERIENCE / EXPÉRIENCE SPÉCIFIQUE: Good command of written and spoken English
