In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. GENERAL OBJECTIVE / OBJECTIVE GENERAL: The overall objective of this assignment is to support the Ministry of Education in improving and rationalising the planning and budgeting processes; and to provide subsequent support in aligning its organisation and functions.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
The specific objective of this consultancy is to support the Ministry in establishing and streamlining a process of programme-based budgeting, reviewing its functions and organisational structure, whilst establishing a clear view on the costs of education at various levels and assess options for potential funding mechanisms for the sector, which will ultimately lead to improved and more realistic forward planning and budgeting processes ensuring a more sustainable basis for qualitative service delivery and development of the sector..
QUALIFICATION: Key Expert 1 – Expert in Public Financial Management and Budgeting: Cat 1, 90 working days
Qualification and Skills
• Holds a Master's Degree, preferably in Public Finance Management or Accounting, Economics, Business Administration, or a related area; o OR in its absence at least a Post-graduate Certification (diploma, certificate, professional designation, etc) and not less five (5) years' relevant experience in addition to the professional experience required below o OR in its absence at least a Bachelor's degree in the area and not less than seven (7) years' relevant experience in addition to the professional experience required below
• Has computer literacy, excellent report writing skills and has the ability to produce highly professional diagnostic documents;
• Possesses very good analytical skills.
General Professional Experience
• Has 12 years' experience in PFM/Budget reforms in social sectors preferably in education;
Specific Professional Experience
• Has proven experience in conducting Public Expenditure Reviews, Public Expenditure Tracking Surveys, and costing exercises, preferably in education sector;
• Has proven experience in conducting financial audits and is familiar with international best practices in accounting and budgeting;
• Has proven experience in results/programme-based budgeting and preparation of budget estimates in support of sectoral MTEF;
Experience in working in Caribbean region or in a similar small-island state context is an added advantage.
Language Skills
• Has excellent communication skills and the ability to communicate fluently in English (written and spoken).

Expert in Strategic Planning: Cat I, 90 working days
Qualification and Skills
• Holds a Master's Degree, preferably in Economics, Public Administration, HR Management, or a related area; OR in its absence at least a Post-graduate Certification (diploma, certificate, professional designation, etc) and not less five (5) years' relevant experience in addition to the professional experience required below o OR in its absence at least a Bachelor's degree in the area and not less than seven (7) years' relevant experience in addition to the experience required below
• Has a very good knowledge of the education and training sector and roles and responsibilities of institutions;
• Has computer literacy, excellent report writing skills and has the ability to produce highly professional diagnostic documents;
• Possesses very good analytical skills.
General Professional Experience
• Has 12 years' experience in strategic planning and coordination of reform processes, preferably within education;
Specific Professional Experience
• Has at least 3 years of experience in developing, evaluating and advising on sector plans and policies, and performance monitoring;
• Has proven experience in restructuring of Government institutions, preferably education ministries;
• Familiar with PFM processes, sectoral budgeting, costing and expenditure reviews;
• Experience in working in Caribbean region or in a similar small-island state context is an added advantage.

Language Skills
• Has excellent communication skills and the ability to communicate fluently in English (written and spoken).
