A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. DURATION / DUREE: 120 calendar days
GENERAL OBJECTIVE / OBJECTIVE GENERAL: The main objectives of this evaluation are to provide the relevant services of the European Union, and the interested stakeholders with:
• an overall independent assessment of the past performance of the Action in Georgia, paying
particular attention to its intermediate results measured against its objectives;
• key lessons and recommendations in order to improve current and future Actions.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
In particular, this evaluation will serve to evaluate the mid-term performance of the projects listed under the Complementary Support of the Action and their contribution and progress towards the objectives defined in the FA, Terms of Reference, Guidelines for Applicants, and contracts, as relevant. It may serve to adjust the objectives, management set-ups and work plans of the individual projects, as appropriate. The main users of this evaluation will be the Delegation of the European Union to Georgia, and the principal and main stakeholders of the Action.
QUALIFICATION: Team Leader cat II
• At least master degree in law (asset) or any other area relevant for the evaluation, or in its absence at least 8 years in the sectors related to the Lot 3,
• At least 6 years' general experience in the Justice Sector;
• Major participation as an evaluator in external evaluation(s) of a project or several projects with a value of at least EUR 2 million cumulatively from 2012 to 2018 included;
Key experts 2 and 3 cat III

• Fluency in English.
• At least bachelor degree (3 years studies) in law (asset) or any other area relevant for the evaluation;
• At least 3 years' general experience in the Justice Sector.
• Participation as an evaluator in at least one external evaluation of a project or several projects with a value of at least EUR 500 000 cumulatively from 2012 to 2018 included will be an asset.
• Fluency in English.
• Asset: Fluency in Georgian.


The team leader shall provide major contribution, directly supervise and be primarily responsible for the
proper coordination and execution of missions, submission of reports and all other activities and services
required under this Contract. S/he shall be in direct and prompt contact with all relevant stakeholders
and the EU Project Manager.
