In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. GENERAL OBJECTIVE / OBJECTIVE GENERAL: Global objective
Provide an overview and analysis of the current and potential legal and institutional framework for
CSOs in Malaysia, and its impact on CSOs
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
Specific objective(s)1
1) Provide an analysis of the existing and potential legal and institutional framework for CSOs, with a particular emphasis on the registration process for de facto civil society organisations in Malaysia.
2) Provide an overview of the distribution of de-facto civil society organisations in Malaysia based on their registration status (and considering their mandates and main areas of work, roles, geographical coverage, etc.)
3) Based on the analyses above, provide a set of recommendations aimed at (i) orienting the target of the upcoming EU call for proposals and; (ii) outline a series of measures that could be adopted to improve the current registration system along accepted standards and inspired by good practices in the region and in other countries.
QUALIFICATION: Key expert 1: Coordinator • Category II expert – (15) Days

Qualifications and skills:
- At least Master Degree in law, public administration or related subject. In case the Expert does not possess the said Master Degree, s/he must have an equivalent professional experience of at least 9 years4 in the same domain.
- English expression both orally and in writing should be excellent (level C1).
- Ability to work in Bahasa Malaysian is required.

General professional experience
- At least 4 years of professional experience related to the role of civil society in development and
more specifically related to the enabling environment (EE) for CSOs.
- Previous experience in 2 legal analysis assignments.
- Excellent skills in drafting reports, as evidenced by 3 previous assignments requiring such deliverables.
- Strong inter-personality and excellent skills in facilitating relations, as evidenced through at least 3 previous assignments requiring information gathering from civil society.


Specific professional experience
- Prior experience (min 1) in conducting surveys and using sample methodology to extract findings.
- Proven knowledge of interview methodology
- Sound knowledge of the different indexes and mechanisms existing to analyse the environment in which CSOs operate.

Key expert 2: Category III expert 10 days.

Qualifications and skills
- At least a Master Degree in law, social studies or related subject. In case the Expert does not possess the said Master Degree, s/he must have an equivalent professional experience of at least 6 years in the same domain.
- English expression both orally and in writing should be excellent (level C1).
- Ability to work in Bahasa Malaysia is required.

General professional experience
- At least 2 years of professional experience related to civil society in Malaysia.
- Strong inter-personality and excellent skills in facilitating relations, as evidenced through at least 2 previous assignments requiring information gathering from civil society.

Specific professional experience
- Prior experience (min.1) in conducting surveys and using sample methodology to extract findings.
- Prior (min. 1) experience in conducting interviews.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.
