In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Expert 2 (Category I): International and development cooperation specialist for 25 man days
COUNTRY / PAYS: Home based
missions in Bruxelles and to Latin America
STARTING DATE / DATE DE DEMARRAGE: 1.02.2018
DURATION / DUREE: The assignment will be completed by the first half of 2018. The expertise is contracted for a total of
50 working days, including 2 missions to Brussels and tentatively 6 missions overseas.
GENERAL OBJECTIVE / OBJECTIVE GENERAL: The global objective of this assignment is to define how a regional EU support to the Integrated
Border Management (IBM) in Latin America can best improve State and Regional Stability and Good
Governance and Sustainable Socio-economic Development, ultimately contributing to Poverty
Reduction.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
The specific objective of the assignment is to support the European Commission (DG DEVCO, Unit
G.2) to formulate a regional programme for the benefit of Latin America on more efficient and
effective Border Management, in the wider perspective of EU-Latin America and intra Latin America
cooperation, also taking into due account the support to the fight against human trafficking and
smuggling of migrants and the compliance to international standards and the respect of Human
Rights.
QUALIFICATION: Expert 1 (Category I): Team Leader : Security Sector Reform (SSR)/Border Management
Qualifications and skills
• University degree, preferably in Political Sciences, Social Sciences, Law, International Relations or equivalent with relevant experience; additional or specific training in development cooperation issues is an asset.

General professional experience
• at least 10 years' professional experience in the sector of Security Sector Reform (SSR)/Border Management.
• Previous academic research in the field of is an asset.

Specific professional experience
• Relevant experience (minimum 5 years) in international cooperation in the field of SSR/Border Management, preferably between Europe and Latin America
• Previous operational experience (ex. Police/border agency) is an asset.


Language skills
• Proficiency in English (writing, speaking, reading).
• Full working knowledge of Spanish.
• Good knowledge of Portuguese would be an asset

Expert 2 (Category I): International and development cooperation specialist
Qualifications and skills
• University degree, preferably in Political Sciences, Social Sciences, Law, International Relations or equivalent, with relevant experience.
General professional experience
• minimum of 10 years' professional experience in designing and managing international and development cooperation projects/programmes..

Specific professional experience
• Relevant experience (minimum 5 years) in the field of migration related issues with a focus on human trafficking and smuggling of migrants, preferably in Latin America.
• Good knowledge of European Union structure and relevant EU policies.
• Good knowledge of the main actors governing and promoting (governmental bodies, key UN agencies, Member States, civil society, etc) is compulsory.

Language skills
• Proficiency in English (writing, speaking, reading).
• Full working knowledge of Spanish.
• Good knowledge of Portuguese would be an asset
