A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Working on this ARS Progetti pursues the interest of its direct and "indirect" clients and project beneficiaries.

GENERAL OBJECTIVE / OBJECTIVE GENERAL: Purpose of the evaluation
Systematic and timely evaluation of its programmes and activities is an established priority7 of the European Commission8. The focus of evaluations is on the assessment of achievements, the quality and the results9 of Actions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches10. From this perspective, evaluations should look for evidence of why, whether or how these results are linked to the EU intervention and seek to identify the factors driving or hindering progress.
Evaluations should provide an understanding of the cause and effects links between inputs and activities, and outputs, outcomes and impacts. Evaluations should serve accountability, decision making, learning and management purposes.
The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders and the wider public with:
· an overall independent assessment of the past performance of the programme "Modernisation of the Lebanese Justice - ENPI/2008/019-622", paying particular attention to its intermediate results measured against its objectives;
· key lessons and recommendations in order to improve current and future Actions.

The main users of this evaluation will be the EU Delegation to Lebanon, DG NEAR, the MoJ, the OMSAR, and CSOs actively involved in justice reform actions (i.e. Legal Agenda; ACRLI; Restart Center; ALEF, CLDH).

QUALIFICATION: Expert 1: Law expert and Team Leader , category II – 30 working days.

Qualifications and skills:
· Education at least Master’s degree in law or, in its absence, 9 years of relevant general
professional experience as specified below.
· Excellent communication skills, both oral and written.
· Facilitation capacities to work effectively with government counterparts in complex environments
and coordinate positively with various stakeholders, including Ministries, donors and NGOs.
General professional experience:
· At least six (6) years of experience in the expertise common to all lots and in the following
technical area(s) related to lot 7, area A.3.7 with focus on legal IT.
· Previous similar work experiences in EU or non EU countries required.
Specific professional experience:
· Knowledge and experiences in enhancement and development of the judiciary sector through the
utilization of a comprehensive information and communication technologies (ICT) framework.
· Knowledge and experiences of judicial dossier / document management, archiving, decision
making and final rulings.
· Knowledge and experience in leading a team under similar assignments.
Language skills:
· Excellent command of English (spoken and written) is compulsory.
· Working knowledge of Arabic (spoken and written) is compulsory.
· Working knowledge of French (spoken and written) would be an asset.

Expert 2: IT expert, category II – 20 working days
Qualifications and skills:
· Education at least Master’s degree in legal informatics or, in its absence, 9 years of relevant
general professional experience as specified below.
· Excellent communication skills, both oral and written.
General professional experience:
· At least six (6) years of experience in legal informatics/courts automation operations/projects.
· Previous similar work experiences in EU or non EU countries required.
Specific professional experience:
· Knowledge and experience in enhancement and development of public institutions systems
through the establishment of comprehensive information and communication technologies (ICT)
framework.
· Knowledge and experience in similar assignments.
Language skills:
· Excellent command of English (spoken and written) is compulsory.
· Working knowledge of Arabic and French (spoken and written) would be an asset.
