CONSULTANCY SERVICES TO SUPPORT COMMUNITY ENGAGEMENT AND AWARENESS WITHIN THE ZANZIBAR MUNICIPAL COUNCIL

DURATION / DUREE: 4-5 months
GENERAL OBJECTIVE / OBJECTIVE GENERAL: This consultancy is intended to enhance Communications, Public Out-reach and Community Participation under the Zanzibar Urban Services Project; the Consultant will support the Project Management Team (PMT) and Zanzibar Urban Municipal Council (ZUMC) in scaling up its visibility and community interaction.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
(i) increasing visibility of the Project activities through branding, web development, video content (e.g. short documentary films), and other creative initiatives
(ii) designing and implementing public out-reach and behaviour change campaigns related to solid waste, sanitation, and tax collection, and drainage
(iii) designing a community outreach strategy and operational framework, which will use, update, and train staff on participatory tools already developed
(iv) conducting follow-up city-wide citizen perception surveys.
QUALIFICATION: - Masters degree in social science, communications or related discipline from a recognized university
- Fluent in written and spoken English
Mandatory Professional experience:
- At least 10 years of professional working experience
- High level experience in public communications campaigns (including communications technology), community awareness and engagement strategies, community development/participatory planning tools‟ design and use, social survey methods, survey planning and field management with related quantitative analytical methods/statistics skills, and social marketing/behaviour change-focused communications)
- Have managed at least five projects of similar nature from inception to completion stage.
SPECIFIC EXPERIENCE / EXPÉRIENCE SPÉCIFIQUE: Available to undertake long missions on site
The selected Team Leader may be asked to provide a short methodology contribution (10-12 pages), including methodological approach, description of tasks and activities, workplan.
