A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Working on this ARS Progetti pursues the interest of its direct and "indirect" clients and project beneficiaries.

DURATION / DUREE: 6 months
GENERAL OBJECTIVE / OBJECTIVE GENERAL: The global objective of the assignment is to undertake the review of the detailed design and bidding documents for the Atiak- Laropi road upgrading project and provide assistance in tender evaluation of the supervision and works contracts.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
The specific objectives for this assignment are:
• Verify the correctness, buildability and suitability of the detailed design;
• Verify the correctness of the supervision and works bidding documents, and;
• Provide assistance in tender evaluation of the supervision and works contracts.
QUALIFICATION: TL Profile
Minimum requirements:
At least a master’s qualification in Civil Engineering or Highway Engineering or other relevant field, from a recognised university;
• Must be a registered or chartered engineer with a recognised engineering professional organisation;
• At least 12 years of professional experience in civil/highway engineering of which at least 7 years of experience as a team leader in road design and construction supervision;
• At least 5 years of related work experience in a developing country and has carried out at least 3 successful previous assignments in leading teams in design review projects of this nature (i.e. highway projects);
• Management experience of EU funded projects, specifically; the preparation of EU bidding documents for supervision and works contracts will be an added advantage.
Specific/Other Requirements:
• Excellent management and communication skills; strong drafting ability for reports, notes, and synopses and presentation skills;
• Experience in Sub-Saharan Africa will be an added advantage.

KE2 Profile
Minimum Requirements
• At least a master’s qualification in Civil/Highway Engineering or other relevant field.
• Must be a registered or chartered engineer with a recognised engineering professional organisation;
• At least 6 years of professional experience in civil/highway engineering of which at least 5 years of experience in ground investigations, materials testing, design of structural foundations, and pavement design and has carried out at least 3 successful previous assignments in design review projects of similar nature.
Specific/Other Requirements
• Experience in a developing country, preferably in Sub-Saharan Africa will be an added advantage;
• Excellent communication skills.

KE3 Profile Minimum Requirements
• At least a master’s qualification in Civil Engineering or Physical or Natural Sciences or other relevant field.
• At least 6 years of professional experience in water resources engineering of which at least 5 years of experience in the design of hydraulic structures and use of flood design models on projects of similar nature (highways).
Specific/Other Requirements
• Experience in a developing country, preferably in Sub-Saharan Africa will be an added advantage;
• Excellent communication skills.

KE4 Profile Minimum Requirements
• At least a master’s qualification in environmental management or a related physical- or social-science discipline or equivalent;
• Must be a certified Environmentalist and/or Social Safeguards Specialist;
• At least 6 years of professional experience in environmental and social safeguards for infrastructure projects with demonstrated knowledge and application of international safeguards standards on infrastructure projects;
• Experience as a team leader on at least 2 environmental and social impact assessments for road/highway projects will be an added advantage.
Specific/Other Requirements
• Experience in a developing country, preferably in Sub-Saharan Africa will be an added advantage.
• Excellent communication and interpersonal skills.

KE5 Profile Minimum Requirements
• At least a master’s qualification in Civil Engineering or Highway Engineering or equivalent;
• Must be a registered or chartered engineer with a recognised engineering professional organisation;
• At least 6 years of professional experience in civil/highway engineering of which at least 5 years of experience in road design.
• Must have full working knowledge of highway alignment design software specifically Civil 3D and drafting software specifically AutoCAD;
• Has carried out at least 3 successful previous design review projects of this nature (i.e. highway projects). Relevant experience in a developing country, preferably in sub-Saharan Africa will be an added advantage;
Specific/Other Requirements
• Excellent communication skills.
