In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. DURATION / DUREE: The assignment will tentatively end in December 2017
GENERAL OBJECTIVE / OBJECTIVE GENERAL: The global objective of this assignment is the monitoring of the infrastructure rehabilitation
works of 79 TSS/VTCs, in particular the labs/workshops that will be equipped, to ensure that
they are carried out according to the TVET II PIU approved plans, the agreed time schedule
and ensuring that the quality requirements are respected.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
The specific objective of this assignment is to monitor the infrastructure rehabilitation works
of 79 TSS/VTCs (labs/workshops that will be equipped) across the country to ensure that they
are carried out according to the approved plans, including the viability of the schools to
receive and have installed the equipment purchased under the 5 supply contracts of the TVET
II programme.
QUALIFICATION: Education
Master Degree in civil/structural engineering or architecture.
In the absence of a Master Degree or equivalent academic qualification, two years of
relevant work experience are required on top of the professional experience requested
below.
Experience and skills
At least 8 years professional experience in the areas of engineering (design and
supervision);
Proven experience in monitoring similar projects;
Specific professional experiences/assignments in similar EU projects would be an asset;
In-depth knowledge and understanding of the Egyptian context, in particular the current
socio-economic, political and institutional situation would be an asset;
Proven planning and organising skills and ability to prioritize tasks and meet multiple
deadlines in a complex environment;
Strong interpersonal skills, diplomacy and tact to effectively communicate with seniorlevel
officials, multiple stakeholders and professionals from diverse cultural and
professional backgrounds.
Excellent communication and reporting skills.
Language skills
Excellent verbal and written communication skills in English and Arabic.
