POSITION:One Category I senior expert for a total number of 15 working days.
Profile per expert or expertise required:
Expert I: Decentralisation and Local Development, Category I.
COUNTRY / PAYS: Pakistan
The main locations for the Expert will be Islamabad, Peshawar and 2-4 district capitals in Malakand Division (districts are Swat, Malakand, Upper Dir, Lower Dir, Chitral, Shangla). Visit to districts is conditional to issuance of authorisation (NOC) by relevant Authorities and the EUD will support the process.

GENERAL OBJECTIVE / OBJECTIVE GENERAL: The General Objective of the assignment is: to support the government of Khyber Pakhtunkhwa in reforming public administration at district level to improve service delivery, economic growth and local governance through promotion of community driven development in the crisis affected Malakand Division.

The Specific Objectives are as follows:
1) to assess the eligibility criteria on Policy of the General Conditions for the release of the fourth disbursement, specifically the fixed tranche of the "Khyber Pakhtunkhwa District Governance and Community Development Programme (FA: DCI-ASIE/2012/023634 and 024349)";
2) to assess the progress made against the key performance indicators under the Specific Conditions for the release of the fourth disbursement, specifically the variable tranche of the "Khyber Pakhtunkhwa District Governance and Community Development Programme (FA: DCI-ASIE/2012/023634 and 024349)"
Criteria are identified as Minimum Requirement (MR) or Preferred Requirement (PR).
A Master Degree Academic level in a directly related discipline, or equivalent professional experience of 5 years above the general professional experience duration fixed by the category of expert set below (i.e. 12 years) (MR)
Trainings in directly related disciplines (PR)
At least 12 years of professional experience in the sectors related to Lot 7 (MR);
Monitoring and evaluation (MR);
(Cross-) sectoral policy analysis and reforms (MR)
Policy related aspects of Public Financial Management (MR)
Community Based Development (MR)
Local development (PR)
Decentralisation/Local Governance (legislative and regulatory frameworks; support to local authorities) (PR)
2 full eligibility criteria assessments outside Pakistan for the release of two separate EU (sector) budget support payments (MR)
Familiarity with the latest EU "Budget Support Guidelines" (PR)
