A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. Working on this ARS Progetti pursues the interest of its direct and "indirect" clients and project beneficiaries.

Feasibility Study for ACP - EU Political Dialogue -African, Caribbean and Pacific - LOT 7
ARS Progetti has been awarded this assignment by the EC. The global objective of the assignment is to provide a basis for a balanced consultation process of the ACP-EU Political Dialogue in the framework of the ACP-EU Cooperation, in order to achieve an inclusive dialogue and consultation process. By looking at the challenges, weaknesses and strengths of the process in the current cooperation, the study will also present guidance and new impetus on the political dialogue process in the successor agreement.Specific objective aim to highlight specific challenges, weaknesses and strengths or successes of the process of political dialogue (article 8) and consultations (article 96) in the current cooperation and use this study as a guidance on the political dialogue process in the successor agreement.

ARS Progetti has been awarded this assignment by the EC. The global objective of the evaluation is to provide the relevant external co-operation services of the European Union, the partner government and, when appropriate, the wider public with an overall independent assessment of the past performance of the intervention Support to the NAO Office – Liberia.The Specific objectives are: • Assess the level of achievement of results of each of the commitments and their contribution to the overall objectives of the project, • Assess the level to which the chosen implementation modalities were appropriate for the achievement of the objectives. • Assess the degree with which improved infrastructure has contributed to the overall objective of the project (the evaluation will not be expected to assess the quality of the infrastructure) • Assess how and if the project has strengthened the NAO office to be a pro-active stakeholder in the wider aid management structure of Liberia and the strengthening of EU-Liberia cooperation.

ARS Progetti has been awarded this assignment by the EC.The main objective of the evaluation is to provide the relevant external co-operation services of the European Union, the partner government and, when appropriate, the wider public with: - an overall independent assessment of the past performance of the intervention "Supporting Measures to Combat Corruption and Money Laundering, and to Foster Asset Recovery, in Egypt", paying particularly attention to the results of the project against its objectives; - key lessons and recommendations in order to improve future action. The specific objective of this assignment is to conduct an independent Final Evaluation of the EU­ funded Project "Supporting Measures to Combat Corruption and Money Laundering, and to Foster Asset Recovery, in Egypt". The findings and recommendations of the Final Evaluation will support the EU Delegation and the Beneficiary Institutions in drawing lessons from the intervention implementation and recommendations in order to design future actions. Therefore the evaluation will focus both on operational and strategic aspects.

Final evaluation of programmes "Community Based Approach for Local Development Phase III" and Support to Ukraine's Regional Development Policy - LOT 7
ARS Progetti has been awarded this assignment by the EC.The final evaluation will provide the Ukrainian authorities, implementers, the relevant external co-operation services of the European Commission and the European External Action Service, and the wider public with: - an overall independent assessment about the relevance of the action; - key lessons learned and recommendations on the management of ongoing actions in the area of regional/local development (in particular U-LEAD); and - advice on the main issues to be taken into account for the design and implementation of future interventions in the area of Decentralisation and local/regional development. The specific objectives of this final evaluation are: a) to assess the performance and impact of the two actions (CBA and SURDP): b) SURDP: to assess if and to what extent the project has contributed to the regional policy reform (especially State Regional Policy including State Fund for Regional Development), to assess the relevance of the EU intervention in this context; c) CBA: to assess if CBA has contributed and to what extent had impact on the success of the local self-government reform and administrative territorial reform (especially amalgamation of territorial entities), while pursuing its original objectives. d) to make an assessment of the two projects' visibility, information and communication; e) to identify and document key lessons learned by the two projects; f) to produce a set of recommendations that will assist the EU on the main issues to be taken into account the implementation of the recently launched programme U-LEAD as well as for the design and implementation of future interventions for regional and local development/ community mobilization.

Feasibility Study for the Public-Private Partnership Project "Construction of Preschool Institutions (Kindergartens) in Minsk region, Belarus" - LOT 2
ARS Progetti has been awarded this assignment by the EC. The global objective of this assignment is to provide the Public Private Partnership Unit (PPP Unit) of the National Agency of Investments and Privatization and the Minsk Region Executive Committee (Minsk REC) with a feasibility study for the Public-Private Partnership pilot project "Construction of Preschool Institutions (Kindergartens) in Minsk region" in view of improving the social infrastructure of the Minsk region and promote regional development in Belarus. The specific objectives are: 1. To perform the organizational and legal project evaluation, elaboration of the most effective legal forms and project schemes based on a detailed analysis of the existing Belarusian legislation. 2. To conduct the financial evaluation of the project (capital expenditure - CAPEX) and operational expenditure - OPEX), including developing the most effective scheme of project funding based on the public-private partnership principles. 3. To conduct technical evaluation of the existing project design and estimate documentation and present recommendations for possible improvement based on best international practices, in close coordination with the proposed financial modelling. 4. To develop the specific mechanism of implementation of the project that can be replicated for other regions of Belarus.

ARS Progetti has been successfully awarded as Consortium Leader for Lot 2 "Transport and Infrastructures" and for Lot 7 “Human rights, civil society, governance, justice and Home Affairs”. Furthermore ARS Progetti was also awarded, as Consortium partner, to participate to the following other lots: Lot 3 "Telecommunications and information technologies"; Lot 6 "Environment"; Lot 10 "Trade and private sector"; Lot 12 "Humanitarian Aid, Crisis Management and Post-Crisis Assistance".
